Providing Regional Governmental Services — Project Administration Services/Technical Assistance (Planning Projects)
Amelia County CDBG Telecommunications
Planning Grant
Total Budget – $3,000
Entails activities for the development of a telecommunications plan (facilitation of a public meeting, management team meeting, survey, and development of a draft RFP for professional services.) DHCD to determine the feasibility of the project based on information sent to them in the Spring of 2009. Should the project be deemed feasible the County would be invited to apply for additional planning grant funds.
Buckingham County Comprehensive Plan
Total Budget – $27,000
Buckingham County requested assistance with creation of a new Comprehensive Plan. CRC staff conducted citizen surveys and developed a summary of the results, facilitated public input meetings, generated maps, and provided a complete re-write of the existing Comp Plan. Completion of the written Plan continued into fiscal 2009 with County adoption occurring in July 2008. The CRC provided hard copies of the adopted plan, along with a CD to the County.
Buckingham County/Town of Dillwyn Regional Water Supply Plan (Phase I)
Total Budget - $5,500
With assistance from the CRC, The County of Buckingham/Town of Dillwyn will be completing Phase I activities of the Virginia State Water Control Board Water Supply Planning Regulations that became effective November 2, 2005. The tasks to be completed are analysis of existing water sources and existing water use conditions of both localities.
Town of Dillwyn Comprehensive Plan
Total Budget - $16,000
The Town of Dillwyn requested assistance with creation of a new Comprehensive Plan. CRC staff conducted citizen surveys and developed a summary of survey results, facilitated public input meetings, generated maps, and provided a complete re-write of the existing Comp Plan. Completion of the written Plan continued into fiscal 2009, with Town adoption occurring in June 2009. The CRC will be providing hard copies of the adopted plan, along with the CD to the Town.
Town of Dillwyn Downtown Revitalization VCDBG Planning Grant
Total Budget - $35,000
The Town undertook planning activities for a Business District Revitalization Project. Products of the planning project include a Restructuring Plan and Physical Improvements Plan. After the completion of all planning activities, it is the intent of the Town to submit a Community Improvement
Grant application for construction money in FY 2010.
Charlotte County Rural Broadband Planning Initiative (Phase II)
Total Budget – $44,000
This project builds upon the County’s Phase I study that gathered information on the current Internet service provided, users, infrastructure, ISP’s, telephone providers, needs of businesses, educational institutions, medical facilities, etc., for all 4 Towns (Charlotte Court House, Drakes Branch, Keysville, and Phenix.) Phase II utilized data collected in Phase I to submit a Request for Interest (RFI) to Service Providers, and face-to-face meetings with respondents on their interest in providing Broadband Internet in the County. The Consultant presented to the Board of Supervisors the ‘Community Broadband Network, Phase II –Implementation Plan’, which included potential funding sources, organizational governance and structure of network, a business plan, and implementation plan.
Town of Keysville Water System Study
Total Budget - $49,050
The Town undertook planning activities to conduct engineering studies of the Town’s overall water system. Planning products completed by the study include the development of an Environmental Report and Preliminary Engineering Report to access the overall conditions of the water system, and options for improvements.
Town of Drakes Branch Comprehensive Plan Amendment
Total Budget - $16,000
The CRC is assisting the Town of Drakes Branch Planning Commission in the development of a Comprehensive Plan Amendment relating specifically to the Town of Drakes Branch to be attached to Charlotte County’s Comprehensive Plan and adopted as the Town’s current Comprehensive Plan.
Lunenburg County Safe Routes To School Planning Project
Total Budget - $25,000
The CRC is assisting Lunenburg County in the development of a School Travel Plan. This plan will identify methods to encourage more students in the County’s two Elementary Schools and one Middle School to walk or bike, both at school and going to/from school. The Plan will also identify physical impediments to walking and biking (lack of sidewalks/crosswalks or walk/traffic signals, infrastructure in need of repair, etc.) within a 2-mile radius of each school.
Lunenburg/Kenbridge/Victoria Regional Water Supply Planning Project (Phase I)
Total Budget - $25,000
Through this grant, The County of Lunenburg/Town of Kenbridge/Town of Victoria completed Phase I activities of the Virginia State Water Control Board Water Supply Planning Regulations that became effective November 2, 2005. The tasks completed were analysis of existing water sources, existing water use, and existing water resource conditions of all three localities.
Lunenburg/Kenbridge/Victoria Regional Water Supply Planning Project (Phase II)
Total Budget - $5,000
Through this grant, the County of Lunenburg/Town of Kenbridge/Town of Victoria will complete Phase II activities for the Virginia State Water Control Board Water Supply Planning Regulations that became effective November 2, 2005. The tasks to be completed include water demand management, and drought response and contingency plans for the County and both Towns.
Lunenburg/Kenbridge/Victoria Broadband Planning Project (Phase I)
Total Budget - $35,600
Through this grant, the County of Lunenburg/Town of Kenbridge/Town of Victoria hopes to identify and develop elements necessary to create a successful community broadband network. Part of this planning project involves conducting a survey and needs assessment.
Farmville Regional Airport Multimodal Transportation Study
Total Budget - $44,488
The CRC sought and received a VDOT Multi-Modal Grant for the Farmville Regional Airport Multimodal Transportation Study. The CRC utilized the State’s on-call Consultant to conduct the study. The final Study addressed the following: Existing Farmville Regional Airport travel patterns and traffic conditions for the surrounding area; Existing and planned Land Use/Zoning policies; Forecasted future travel patterns and traffic conditions; Potential concepts for roadway improvements within the study area; and prioritized recommended improvements and provided planning-level cost estimates for recommendations.
